The Ministry of Education, Government of India has given A + grade to Gujarat for the year 2019-20 in the announced Performance Grading Index (PGI) of the state school education system. However, in the budget session of the Gujarat Legislative Assembly, the Education Minister himself admitted that there are 4510 unqualified and untrained teachers in primary schools in 6 districts of the state including Ahmedabad and Gandhinagar. On the other hand, 564 principals as well as 626 teachers are yet to be recruited in the state, so even in this situation, the decision of the Ministry of Education to give A + grade to Gujarat has raised questions.

4510 6th district of the state teachers without qualifications
, according to official data provided by the state Assembly Education Bhupendra cudasamae, 2967 in Ahmedabad, Gujarat, Gandhinagar 148, Patan, 45, 319 Amreli, Banaskantha, Rajkot 443 and 588 are working in primary teachers without qualification. While there are many teachers in the state who do not get jobs even though they are qualified.

Unqualified teachers also have a major impact on students' education. During the budget session of the Gujarat Legislative Assembly, Congress MLAs asked the question whether the teachers without the required educational qualifications and prescribed training were working as teachers in primary schools. In a written reply to this question, the Education Minister admitted that 4510 teachers in 6 districts of the state are unqualified.

There is no question of unqualified teachers if there are no private schools in Tapi, Navsari, Valsad, Aravalli, Mahisagar, Narmada, Dang, Dahod and Chhotaudepur and Porbandar districts, which have a majority tribal population in 11 districts of the state. It is also clear from this that schools have not been started where private institutions engaged in the business of education cannot earn in the tribal population.

564 principal vacancies in 33 district schools
There are a large number of vacancies for teachers and principals in Gujarat. With a large number of vacancies for teachers, especially in the major subjects of mathematics, science and English, there is a huge impact on the learning of students, as well as the shortage of principals in many schools, which has made it difficult to manage education in schools. A total of 564 principal posts are still vacant in schools in 33 districts in the state. There are vacancies for a total of 626 teachers, including 380 in Mathematics and 246 in English.

Instruction to District Education Officer to give notice to schools
Regarding recruitment of such unqualified teachers, the Education Minister said that before the implementation of RTE 2009, PTC was considered qualified for recruitment of teachers in Std. 1 to 7 primary schools. After the implementation of the Act, the qualification of PTC equivalent for standard 1 to 5 and training graduate level for standard 6 to 8 has been decided. Not only this, due to non-availability of training teachers, such teachers were appointed. The District Education Officer has been directed to give notice to the schools regarding removal of unqualified teachers in primary schools.
